How to Join The NYS FAFSA Completion Initiative
- Complete, sign and submit a Data Access and Security Agreement.

Please note that this mailbox is only for FAFSA Completion Initiative questions and data sharing agreement submissions. Other inquiries will not be responded to. Students seeking assistance with grants and scholarships should schedule an appointment to speak with HESC here.

- Complete, sign and submit a Chief Authorizing Official (CAO) Designation Form.
- HESC will email the CAO Designation Form once they receive your signed Data Access Security Agreement.
- A CAO account will be established for you
- Instructions will be emailed on how to grant other employees in your high school or district access to filing status information.
- You and your other designated staff can now access information on your students’ FAFSA and TAP filing status.
