TAP 2024-25 Academic Year Closeout – First Notice
HESC has initiated the closeout process for the 2024-25 academic year, which ended on June 30, 2025. As of October 2025, HESCdenied incomplete 2024-25 applications and stopped accepting outstanding missing information and documentation for that year. Additionally, the IVP requirement for 2024–25 TAP, Excelsior, and ETA awards was discontinued, and all unverified awards were released to institutional rosters and payment manifests.
All outstanding certification transactions on 2024-25 rosters and manifests must be processed by schools within the next 90 calendar days. Per HESC's policies and procedures, schools are required to certify awards issued on Payment Rosters no later than 60 days from the date the roster was issued or 30 days from the end of the term, whichever is later. HESC will begin decertifying any AY 2024-25 awards that are within pending or unresolved error status in mid-April 2026.
Pending Certifications
To review pending student certification transactions for the 2024-25 academic year, select“View/Submit Pending Certification,” choose theacademic year 2024 and click “View Records.” For each student, select the “details” link, enter appropriate values, and submit. A confirmationmessage will appear at the top of the screen indicating if the transaction was successfully. Institutions can also use the available links to certify any pending Excelsior or ETA records.
Certification Errors
Schools must also resubmit certification transactions that were not processed due to errors. To review errored certification transactions, select “View/Correct Student Certification,” select academic year 2024, select "Errored" under status, and click "view records." For each student, select the “Details” link, review the reason for the error, and make the necessary corrections. Once complete, select the submit button in the bottom right corner of the screen. A confirmation message will appear at the top of the screen indicating if the transaction was successfully completed. Institutions should also use the available links to correct any errored Excelsior or ETA certifications.
We strongly advise that schools begin reconciling their payment records and student accounts for the 2024-25 academic year to ensure all expected NYS student aid payments were received. Schools may utilize the most recent 2024-25 Student Status List and Comprehensive Payment Status Report (QGP011) to ensure your student accounts reflect accurate payment amounts for AY 2024-25 disbursements.
