ACH Account and Refund Instructions

Effective June 1, 2025, all electronic payments to HESC must be made through our new banking partner, Wells Fargo. Please ensure that all payments are directed to the new account listed below to avoid delays or complications. 

Refund Sources:
HESC is responsible for administering New York State’s student financial aid programs, including the Tuition Assistance Program (TAP) and other grants and scholarships. Periodically, colleges may need to return TAP and other grants and scholarship payments to HESC. Please refer to Appendix B for information on the four basic sources of refunds: Systemic Refunds, Consolidated Scholarship Remittance Advises (CSR), Student Certification Change Forms for closed years, and Audit Disallowances.

Schools may also use the information in Appendix C to help identify refunds owed to HESC.

Refund Payment Options

Schools may remit refunds by check or electronic ACH payment.

For checks: 
Make checks payable to NYS Higher Education Services Corporation and mail them with a Remittance Sheet or Refund Summary illustrating how your credits should be applied to this address:

Identifying Your Refunds

Please follow the guidance below:

  • Schools must follow the guidance below to avoid the return of your refund payment:
  • Use HESC’s Refund Remittance Worksheet (Appendix D) to identify each refund you are remitting with each payment to ensure proper and timely crediting.
    • For check payments, include the Refund Remittance Worksheet along with your check.
    • For ACH payment, email the Refund Remittance Worksheet to [email protected] before your ACH.
  • In the description field of your ACH or the memo field of your check, please use the naming conventions in Appendix A to help further ensure your refund is easily identifiable.
