HESC President Dr. Guillermo Linares Named a 2025 Trailblazer in Higher Education by City & State New York

City & State New York has named Dr. Guillermo Linares, President of the New York State Higher Education Services Corporation (HESC), to its prestigious 2025 Trailblazers in Higher Education list. The annual recognition celebrates leaders across academia, government, and nonprofit sectors who are driving transformative change and equity in higher education throughout New York State.

The annual City & State Trailblazer in Higher Education list honors leaders driving innovation and student success across the state. Dr. Linares was recognized for his decades-long dedication to advancing education equity and access for New York’s diverse student population, making a significant and lasting impact on underserved communities statewide.

A lifelong educator and public servant, Dr. Linares made history as the first Dominican American elected to public office in the United States in 1991. A member of Governor Kathy Hochul’s cabinet, Dr. Linares has served as President of the New York State Higher Education Services Corporation (HESC) since 2017, bringing decades of experience in education and policymaking to his role. At HESC, he oversees the administration of state-funded financial aid programs—including the Tuition Assistance Program (TAP), the Excelsior Scholarship, and the Senator José Peralta NYS DREAM Act—which collectively support more than 300,000 NYS students annually.

“This recognition honors New York education leaders who are driving progress in higher education and opening doors for students across the state,” said Governor Kathy Hochul. “I’m proud to work alongside Dr. Linares and these education innovators to advance our shared vision of a higher education system that is more accessible, equitable, and affordable."

Dr. Linares continues to champion statewide initiatives to expand college affordability, streamline access to financial aid, and close equity gaps for first-generation, low-income, and immigrant students.

“Higher education is the gateway to opportunity, especially for students facing the greatest barriers,” said Dr. Guillermo Linares. “I’m honored to be recognized among so many incredible leaders who are working to ensure every New York student has the resources and support they need to succeed in education and beyond.”

Dr. Linares holds a doctorate in education from Columbia University and has received numerous awards for his contributions to education and public service. This is the fifth consecutive year that Dr. Linares has been recognized by City & State for his commitment to equity, innovation, and the power of education.
