Expanding Access and Opportunity

The 2026 NYS College Access Conference, held on Thursday, March 12, 2026, at the Albany Capital Center in Albany, NY, is a one-day, in-person event dedicated to expanding access and opportunity to higher education across the state. 

Created for high school counselors, financial aid professionals, and college access partners, the conference will provide the tools and insights needed to better support students on their path to higher education. With a national keynote speaker and expert-led workshops, attendees will gain actionable strategies to strengthen student support, boost FAFSA and TAP completion, and navigate the evolving financial aid landscape. 

During the conference awards luncheon we’ll celebrate schools, professionals, and partners who are making a meaningful difference in expanding college access.  Review categories and submit your nomination by January 30, 2026.

Embracing the Future: Navigating a Changing Federal Landscape  

The federal government is undergoing a profound transformation in its approach to higher education, with sweeping policy changes reshaping the landscape for institutions nationwide. Under the Trump administration, significant actions—such as staffing reductions at the U.S. Department of Education, cuts to discretionary research funding, and freezes on grants supporting higher education—are poised to impact universities' ability to serve students.   

This general session will explore the challenges and opportunities these changes present, delving into key issues such as shifts in federal student financial aid, updates to institutional eligibility requirements, and the broader restructuring of higher education policy. Attendees will gain insights into navigating regulatory shifts, ensuring compliance with Title IV participation standards, and maintaining academic independence amidst political pressures.  

Session 1A: Lessons Learned and Best Practices for Promoting FAFSA Completion   

This multi-state panel explores the strategies, challenges, and successes in promoting FAFSA completion. This session will dive into what other states are doing to boost financial aid awareness and completion rates, highlighting what has worked, what hasn’t, and the lessons learned along the way.   

Panelists will address common challenges in promoting financial aid awareness, share actionable tips to increase FAFSA completion rates, and provide guidance on how schools can remain compliant while helping students maximize their federal and state aid opportunities.    

Session 1B: Empowering Nontraditional Students: Supporting Students Who Balance College, Work, and Family.  

Students who balance multiple responsibilities such as being parents, active military, caregivers, or working adults, face complex financial challenges when navigating higher education. This session delves into the unique barriers these nontraditional students encounter, including unpredictable work schedules, caregiving demands, and the need for flexible financial aid solutions. Using recent research and data, we will explore how colleges can adapt financial aid practices to address the needs of nontraditional students, including creating part-time aid models, emergency grants, and financial literacy programs that align with their diverse circumstances. Attendees will leave with actionable strategies to better support the financial and academic success of nontraditional students, ensuring that the higher education system becomes more accessible and equitable for these nontraditional learners. 

Session 1C: Best Practices for Connecting Underserved Communities with Scholarships and Financial Aid.  

Reaching underserved communities with critical information about financial aid opportunities can be challenging, but it’s far from impossible. This session will explore proven strategies for connecting with these communities, including undocumented and first-generation students, through initiatives like the Dream Act and the Alternative Pathway Application. Learn how to reduce fear and build trust within these populations, ensuring they feel supported in pursuing higher education.  

During this session, you will hear from institutions that have excelled in engaging underserved communities, including first-generation students, sharing their innovative approaches to identifying at-risk youth and spreading awareness about scholarships and funding opportunities. Walk away with actionable insights to help bridge the gap and empower students to access the financial resources they need to achieve their college dreams.

Session 2A: FAFSA Completion Events: What Really Works? Crafting events that ignite college excitement.   

New York State's Universal FAFSA Completion mandate emphasizes the importance of completing the FAFSA. Some students and parents are intimidated by completing the application, but you can help. Running a FAFSA completion event doesn’t have to be overwhelming. Learn how to run an in-person or virtual FAFSA completion event. You will also receive resources and checklists to help you run your own FAFSA completion events.   

Session 2B: The Role of Community-Based Organizations and Partnerships in Enhancing College Access    

During this session you will discover how to effectively leverage community-based organizations (CBOs) and their resources to empower students and families in navigating financial aid options. This session will explore strategies to lessen the workload on school counselors by engaging CBOs as critical "boots on the ground" partners, extending your reach into the community and ensuring no student is left behind. Learn how to collaborate with these organizations to guide students through the financial aid application process, including FAFSA completion, and also how to tap into local businesses to amplify your efforts at no cost.  

Additionally, you’ll learn about the resources available through the Higher Education Services Corporation (HESC), SUNY (via SUNY Corp), and CUNY’s FAFSA support initiatives. Together, these partnerships and tools can transform the way schools and communities work together to enhance college access and success.  

Session 2C: From Confusion to Clarity: Effective Communication Strategies for Guiding Students through the Financial Aid Process   

Navigating the world of financial aid can be overwhelming for students and their families. Misconceptions about FAFSA, TAP, and other applications often create barriers to accessing the state, federal, and institutional aid they need. Clear, effective communication is key to breaking down these barriers and empowering students to make informed decisions about their future. 

Proving College Still Matters in a Changing Landscape  

The conversation around higher education is changing. With rising costs and alternative career paths gaining attention, many prospective students and their families are asking a critical question: Is college still worth the investment? While enrollment trends may shift, the fundamental advantages of earning a degree remain powerful and extend far beyond the classroom. This session will equip you with the tools and insights to confidently highlight the enduring benefits of higher education. From personal growth and professional networking to long-term career success and life satisfaction, a college degree offers advantages that extend far beyond the classroom. Together, we’ll explore strategies to communicate these benefits effectively, address common concerns, and inspire students to see college as a transformative journey worth pursuing and completing.
